Operations, Management and Information Division (ST3)

ST3 functions fall into two broad areas: ST enterprise management and NOAA Fisheries enterprise management. 

ST enterprise management provides administrative services that include oversight and coordination of personnel, procurement, travel, training, property management, grants management, interagency agreements, Freedom of information Act compliance, safety, environmental compliance, and other related areas.  ST3 staff coordinates budget formulation and execution to meet ST objectives; operates an effective financial management system to allocate, monitor, and account for ST monetary resources; and regularly reports to ST Leadership on ST’s financial status.

In addition to ST enterprise management, ST3 performs a number of diverse NOAA Fisheries enterprise management functions that include integration, coordination, program management, scientific integrity and strategic planning including the annual science planning process associated with Strategy, Execution and Evaluation.  ST3 staff is active in standardizing processes and policies across NOAA Fisheries, NOAA and other agencies.  ST3 scientists also provide technical input to ensure the quality of NOAA Fisheries and NOAA science products and to increase scientific capacity and capability.  All these activities are required to aid in managing the NOAA Fisheries and NOAA science enterprise.
