Capability refers to the ability to perform a particular analysis. The ability to perform such an analysis depends on data management practices and cannot be assumed. Speed is included because data requestors want or need results as fast as possible. Efficiency means doing a task with fewer resources, or doing more with the same resources. Fishery analyses have value only if they are accurateCost reduction is closely tied to efficiency but deserves special emphasis in times of shrinking budgets. NOAA, industry, and taxpayers must all have confidence in our analytical results.
