Modeling the Impact of Days at Sea Leasing in the Northeast Multispecies
Fishery
Abstract
This paper presents a preliminary economic analysis of the impact of
implementing a days at sea leasing system in the Northeast
Multispecies Groundfish Fishery. Linear and non-linear programming techniques
were
used to estimate days at sea lease prices and evaluate
profits, vessel activity, fishing effort, crew employment and changes
in harvest levels
compared to a system in which vessels utilize their full
days-at-sea allocation and to actual performance in 2001. (Click
