reviewed seven regional NMFS observer programs to determine whether they are
meeting data collection needs, how
NMFS ensures that observer data is of
high quality, and how well the program’s missions and objectives are communicated. |

The MRAG review was commissioned by NMFS. While it was intended to look at the overall performance of the NPGOP, the main focus was on components under the control of NMFS, and how NMFS could best move towards achieving the goals and objectives it has set for the NPGOP. |

NMFS initiated this evaluation of the operation of NMFS observer programs, as part of a Management Control Review, to ensure that management controls are in place and operating effectively in each Region and to direct and prioritize the development of standards and policies common to all Regional programs. |
